Afghanistan names general to run U.S. prison, asserts control
Afghanistan named a three star general to take over Bagram prison from the U.S. military and with him, final say over which prisoners are released, an issue with the potential to open another rift in relations between Washington and Kabul.
The issue of the release of any of the 3,200 people held in the prison at the sprawling American base, north of Kabul, is sensitive to both countries as Afghanistan assumes full security responsibilities ahead of departure of most NATO combat forces in 2014.
Washington fears the prisoners, most of whom it says are mid to high level members of the Taliban, might return to the battlefield as has happened in the past, citing the case of a Taliban commander transferred from Guantanamo Bay to Afghan custody in 2007 who ended up fighting coalition forces again.
"They (the United States) can have a consultative role, but not a veto," said Aimal Faizi, chief spokesman of President Hamid Karzai.
"What's the point of the transfer if we don't have full control," he said, in remarks that have become increasingly assertive following a string of incidents that have strained U.S.-Afghan ties, notably the killing of 17 villagers blamed on a U.S. soldier and the burning of Korans at the Bagram base.

Anxiety in Afghanistan over troops pay if US defaults
KANDAHAR, Afghanistan, July 30 (Reuters) - It is unclear if the United States will be able to pay troops on time in the event of a debt default, the top U.S. military officer told troops in Afghanistan on Saturday.
Admiral Mike Mullen, chairman of the U.S. military's Joint Chiefs of Staff, said Pentagon officials were working hard to plan for a potential default but cautioned that the circumstances were extraordinary.
"So I honestly can't answer that question," he told troops at Kandahar air base in southern Afghanistan, as several expressed anxiety over budget wrangling in Washington.
Potentially suspending pay to U.S. forces waging wars in Afghanistan and Iraq is an extremely sensitive subject in the United States and Mullen acknowledged that many troops lived paycheck to paycheck.
"So if paychecks were to stop, it would have a devastating impact," Mullen said, answering questions from troops.
"I'd like to give you a better answer than that right now, I just honestly don't know," he said.
The United States has warned that it will run out of money to pay all of its bills after Aug. 2 without a deal from Congress to raise a $14.3 trillion debt ceiling. Where U.S. troops fall in priority for payment in a default has not been made clear.

Up to 30 insurgents killed in clashes in Afghanistan ahead of parliamentary vote
KABUL, Afghanistan (AP) — Up to 30 insurgents have been killed in fighting in Afghanistan ahead of this week's parliamentary elections, which the Taliban want to undermine, NATO and Afghan officials said.
The military alliance said that up to 23 militants were killed in action in southern Helmand province Monday and three in eastern Wardak province Tuesday. An Afghan official said four Taliban were killed Tuesday in southeastern Zabul province.
There were no reports of casualties among joint NATO-Afghan forces.
Attacks and clashes are rising amid an allied offensive aimed at suppressing the continuing Taliban insurgency.

Afghan cabinet woes raise wider government concern
KABUL (Reuters) - The first time parliament threw out most of Afghan President Hamid Karzai's cabinet nominees it was hailed as a triumph for democracy. The second time it looked more like a victory for chaos, conservatism and graft.
Afghanistan desperately needs a functioning government to start improving services and staunch a growing disillusionment with Kabul that boosts support for insurgents. Violence is at its highest since the ouster of the Taliban in late 2001.
But instead there has been months of political limbo as the country waited first for a delayed presidential election, then for the result of that fraud-marred poll to be settled, and finally for Karzai, the eventual winner, to chose a government.

Politics of Afghanistan
In recent years the politics of Afghanistan have been dominated by the 2001 invasion of Afghanistan, by the NATO forces and the subsequent efforts to stabilise and democratise the country. The nation's new constitution has been adopted and an executive president democratically elected in 2004. The parliamentary elections took place the following year, in September 2005.
The current president Hamid Karzai became the first ever democratically elected head of state in Afghanistan on December 7, 2004. He has begun the process of rebuilding his nation. The National Assembly is Afghanistan's national legislature. It is a bicameral body, composed of the House of the People and the House of the Elders. The current legislature was elected on September 18, 2005. The members of the Supreme Court were appointed by the president to form the judiciary. Together, this new system is to provide a new set of checks and balances that was unheard of in the country. Also, the system is quite new, implementation of which began only 2004, just after decades of war between different factions and warlords. The remnants of the warlords are almost non-existent. The United Nations and other governments and organizations play a vital role in rebuilding this new democracy's political environment.

Rocket attack on Afghan capital
At least five rockets have been fired into the Afghan capital, Kabul, injuring a child and causing some damage, Afghan officials say.
One of the rockets landed in the city's diplomatic area near the US embassy, they say.
Insurgent attacks have increased in the run-up to the presidential election in Afghanistan on 20 August.
A bomb attack in the western Afghan city of Herat on Sunday killed at least 12 people and injured at least 20.
Tuesday morning's rocket attacks took place near the east of the city, towards the international airport and near some residential neighbourhoods, a report said.
